Several of the papers include opportunities for increased management flexibility:<\/p>\n<ul>\n<li><a href=\"http:\/\/legis.wisconsin.gov\/lfb\/2011-13%20Budget\/Budget%20Papers\/742.pdf\">742<\/a>, Tuition Flexibility<\/li>\n<li><a href=\"http:\/\/legis.wisconsin.gov\/lfb\/2011-13%20Budget\/Budget%20Papers\/743.pdf\">743<\/a>, Budgeting and Financial Flexibilities<\/li>\n<li><a href=\"http:\/\/legis.wisconsin.gov\/lfb\/2011-13%20Budget\/Budget%20Papers\/744.pdf\">744<\/a>, Compensation for Faculty and Academic Staff<\/li>\n<li><a href=\"http:\/\/legis.wisconsin.gov\/lfb\/2011-13%20Budget\/Budget%20Papers\/745.pdf\">745<\/a>, Personnel System for Faculty and Academic Staff<\/li>\n<li><a href=\"http:\/\/legis.wisconsin.gov\/lfb\/2011-13%20Budget\/Budget%20Papers\/747.pdf\">747<\/a>, Procurement Flexibilities<\/li>\n<li><a href=\"http:\/\/legis.wisconsin.gov\/lfb\/2011-13%20Budget\/Budget%20Papers\/748.pdf\">748<\/a>,\u00a0 Building Projects<\/li>\n<\/ul>\n<p>As <a href=\"http:\/\/profs.wisc.edu\/?p=1866\">noted earlier<\/a>, these papers are designed to help legislators learn about each particular issue.
