{"id":2377,"date":"2011-11-07T12:21:32","date_gmt":"2011-11-07T17:21:32","guid":{"rendered":"http:\/\/profs.wisc.edu\/?p=2377"},"modified":"2011-11-07T12:21:32","modified_gmt":"2011-11-07T17:21:32","slug":"legislative-update-5","status":"publish","type":"post","link":"https:\/\/profs.wisc.edu\/?p=2377","title":{"rendered":"Legislative Update"},"content":{"rendered":"<p>The Wisconsin Legislature wrapped up its special and fall sessions last week, working late into the night and tackling a range of controversial subjects.\u00a0While the governor called a special session to deal with jobs and the economy, many on the floor were off-topic:<\/p>\n<ul>\n<li>Allowing concealed carry in the <a href=\"http:\/\/www.jsonline.com\/news\/statepolitics\/walker-administration-concealed-guns-allowed-in-capitol-most-state-buildings-132785253.html\">state capitol<\/a> building, including the <a href=\"http:\/\/www.jsonline.com\/blogs\/news\/133158358.html\">Assembly floor and gallery<\/a> but not the <a href=\"http:\/\/www.jsonline.com\/news\/statepolitics\/rules-being-developed-would-allow-guns-in-assembly-not-senate-132709403.html\">Senate gallery<\/a>.<\/li>\n<li>Approval of a <a href=\"https:\/\/docs.legis.wisconsin.gov\/2011\/proposals\/sb117\">SB 117<\/a>, a bill that allows those who sue the state the opportunity to choose their court venue. Currently those cases must be heard in Dane County.<\/li>\n<li>Passage of <a href=\"https:\/\/docs.legis.wisconsin.gov\/2011\/proposals\/sb237\">SB 237<\/a>, which changes standards passed in 2010 (&#8220;Healthy Youth Act&#8221;) that require teaching medically accurate sex education in the public schools. Schools may now choose to teach an abstinence-only curriculum.<\/li>\n<li>Passage of <a href=\"https:\/\/docs.legis.wisconsin.gov\/2011\/proposals\/ab99\">AB 99<\/a>, which repeals the DNR&#8217;s Earn-a-Buck program. The governor signed the bill into law Friday.<\/li>\n<li>An amendment to a bill relating to the TIG higher education grant program. A proposal to eliminate minority status as a criteria for receiving the grant was hotly debated for several hours until it passed the Assembly. It was later learned that racial criteria <a href=\"http:\/\/www.jsonline.com\/news\/statepolitics\/ninehour-debate-about-college-grants-was-a-wasted-night-133206483.html\">had already been removed<\/a> from this grant.<\/li>\n<li>Passage of <a href=\"https:\/\/docs.legis.wisconsin.gov\/2011\/proposals\/ab69\">AB 69<\/a>, the so-called\u00a0castle doctrine, a bill that gives legal protection to homeowners who shoot intruders.<\/li>\n<li>Passage of <a href=\"https:\/\/docs.legis.wisconsin.gov\/2011\/proposals\/se1\/sb12\">September Special Session Bill 12<\/a>, which caps attorneys fees in civil cases.<\/li>\n<li>Passage of <a href=\"https:\/\/docs.legis.wisconsin.gov\/2011\/proposals\/sb95\">SB 95<\/a>, a bill that allows student test scores to be used as a reason to fire a teacher.<\/li>\n<\/ul>\n<p>The legislature is not scheduled to be back in session until January, 2012, but Governor Scott Walker <a href=\"http:\/\/www.wispolitics.com\/index.iml?Article=252330\">has said<\/a> that he may call a special session to consider venture capital and mining legislation.
