{"id":2466,"date":"2011-12-02T08:34:48","date_gmt":"2011-12-02T13:34:48","guid":{"rendered":"http:\/\/profs.wisc.edu\/?p=2466"},"modified":"2011-12-02T08:34:48","modified_gmt":"2011-12-02T13:34:48","slug":"legislative-task-force-on-uw-restructuring-to-meet-december-7","status":"publish","type":"post","link":"https:\/\/profs.wisc.edu\/?p=2466","title":{"rendered":"Legislative Task Force on UW Restructuring to Meet December 7"},"content":{"rendered":"<p>The <a href=\"http:\/\/legis.wisconsin.gov\/lfb\/UW_Task_Force\/Pages\/default.aspx\">Legislative Task Force on UW Restructuring and Operational Flexibilities<\/a> will meet for the first time on Wednesday, December 7. The meeting will be held from 9 am to 12:30 pm in Room 412 East of the State Capitol.<\/p>\n<p>The <a href=\"http:\/\/legis.wisconsin.gov\/lfb\/UW_Task_Force\/Documents\/Task%20Force%20December%20Agenda.pdf\">meeting <\/a>will feature a presentation from <a href=\"http:\/\/www.nchems.org\/about\/staff.php?name=aims\">Dr. Aims McGuiness<\/a>, a senior associate with the <a href=\"http:\/\/www.nchems.org\/\">National Center on Higher Education Management Systems<\/a>. McGuiness specializes in state governance and coordination of higher education systems and has experience in strategic planning and restructuring of \u00a0higher education systems. McGuiness will focus on three topics:<\/p>\n<ul>\n<li>the regulation of public higher education;<\/li>\n<li>how individual states develop goals for their publicly-funded colleges and universities; and<\/li>\n<li>trends in partnerships between states and their colleges and\u00a0universities\u00a0and in the governance and structure of those colleges and universities<\/li>\n<\/ul>\n<p>The task force was created as part of the 2011-13 state budget (<a href=\"https:\/\/docs.legis.wisconsin.gov\/2011\/related\/acts\/32.pdf\">Wisconsin 2011 Act 32<\/a>). The governor&#8217;s original budget proposal would have transformed UW-Madison into a public authority separate from UW System. While the Legislature did not approve the governor&#8217;s plan, it did provide certain operational flexibilities to UW-Madison and \u00a0UW System. Those flexibilities are outlined <a href=\"http:\/\/legis.wisconsin.gov\/lfb\/UW_Task_Force\/Documents\/2011_11_30_UW%20Budgeting%20and%20Operational%20Flexibilities.pdf\">here<\/a>. Act 32\u00a0also <a href=\"http:\/\/legis.wisconsin.gov\/lfb\/UW_Task_Force\/Documents\/Task%20Force%20Charge.pdf\">specified<\/a> that the task force address the following issues:<\/p>\n<ul>\n<li>whether there is a need to restructure the UW System and, if so, make recommendations as to a new governance structure;<\/li>\n<li>how UW-Madison employees and all other UW System employees would transition from the state personnel system to the new personnel systems;<\/li>\n<li>whether tuition flexibility can be extended to UW System while ensuring access and affordability and what role the Legislature should have in establishing tuition rates;<\/li>\n<li>how compensation plans for UW System employees should be determined in future biennia;<\/li>\n<li>additional operational flexibilities that could be provided to UW System institutions; and<\/li>\n<li>how articulation and the transfer of credits between UW institutions could be improved.<\/li>\n<\/ul>\n<div id=\"_mcePaste\" style=\"position: absolute; left: -10000px; top: 254px; width: 1px; height: 1px; overflow: hidden;\">1. whether there is a need to restructure the UW System and, if so, make<\/div>\n<div id=\"_mcePaste\" style=\"position: absolute; left: -10000px; top: 254px; width: 1px; height: 1px; overflow: hidden;\">recommendations as to a new governance structure;<\/div>\n<div id=\"_mcePaste\" style=\"position: absolute; left: -10000px; top: 254px; width: 1px; height: 1px; overflow: hidden;\">2. how UW-Madison employees and all other UW System employees would transition<\/div>\n<div id=\"_mcePaste\" style=\"position: absolute; left: -10000px; top: 254px; width: 1px; height: 1px; overflow: hidden;\">from the state personnel system to the new personnel systems;<\/div>\n<div id=\"_mcePaste\" style=\"position: absolute; left: -10000px; top: 254px; width: 1px; height: 1px; overflow: hidden;\">3. whether tuition flexibility can be extended to the UW System while ensuring access<\/div>\n<div id=\"_mcePaste\" style=\"position: absolute; left: -10000px; top: 254px; width: 1px; height: 1px; overflow: hidden;\">and affordability and what role the Legislature should have in establishing tuition rates;<\/div>\n<div id=\"_mcePaste\" style=\"position: absolute; left: -10000px; top: 254px; width: 1px; height: 1px; overflow: hidden;\">4. how compensation plans for UW System employees should be determined in future<\/div>\n<div id=\"_mcePaste\" style=\"position: absolute; left: -10000px; top: 254px; width: 1px; height: 1px; overflow: hidden;\">biennia;<\/div>\n<div id=\"_mcePaste\" style=\"position: absolute; left: -10000px; top: 254px; width: 1px; height: 1px; overflow: hidden;\">5. additional operational flexibilities that could be provided to UW System<\/div>\n<div id=\"_mcePaste\" style=\"position: absolute; left: -10000px; top: 254px; width: 1px; height: 1px; overflow: hidden;\">institutions; and<\/div>\n<div id=\"_mcePaste\" style=\"position: absolute; left: -10000px; top: 254px; width: 1px; height: 1px; overflow: hidden;\">6. how articulation and the transfer of \u00a0credits between UW institutions could be<\/div>\n<div id=\"_mcePaste\" style=\"position: absolute; left: -10000px; top: 254px; width: 1px; height: 1px; overflow: hidden;\">improved<\/div>\n","protected":false},"excerpt":{"rendered":"<p>The Legislative Task Force on UW Restructuring and Operational Flexibilities will meet for the first time on Wednesday, December 7.
