{"id":2622,"date":"2012-01-19T12:06:17","date_gmt":"2012-01-19T17:06:17","guid":{"rendered":"http:\/\/profs.wisc.edu\/?p=2622"},"modified":"2012-01-19T12:06:17","modified_gmt":"2012-01-19T17:06:17","slug":"profs-registers-in-favor-of-telecommunications-bill","status":"publish","type":"post","link":"https:\/\/profs.wisc.edu\/?p=2622","title":{"rendered":"PROFS Registers in Favor of Telecommunications Bill"},"content":{"rendered":"<p>PROFS has <a href=\"http:\/\/ethics.state.wi.us\/scripts\/CurrentSession\/BandrLobbied.asp?PrinID=2827&amp;start=P&amp;start2=\">registered<\/a> in favor of proposed legislation that would delay the restrictions on the University of Wisconsin System in providing or selling telecommunications services. The bills &#8212; <a href=\"http:\/\/docs.legis.wisconsin.gov\/2011\/related\/proposals\/sb375.pdf\">SB 375<\/a> and <a href=\"http:\/\/docs.legis.wisconsin.gov\/2011\/related\/proposals\/ab473.pdf\">AB 473<\/a> have bipartisan sponsorship and are supported by a range of educational and community groups.<\/p>\n<p>The proposed legislation would defer the prohibition on university-supplied telecommunications services one year, postponing the effective date from July 1, 2013 to July 1, 2014. These prohibitions were created as part of the <a href=\"http:\/\/profs.wisc.edu\/?p=1921\">state budget process<\/a> last spring, and PROFS <a href=\"http:\/\/profs.wisc.edu\/?p=1954\">worked hard<\/a> to create a compromise. Ultimately, the governor approved <a href=\"http:\/\/profs.wisc.edu\/?p=1984\">legislation<\/a> that would preserve funding for WiscNet and allow services to remain in place for two years while the Legislative Audit Bureau conducts an audit of the program. A delay would allow the legislature and participating organizations, including UW-Madison, time to fully review the audit and possibly implement audit recommendations.<\/p>\n<p>UW Colleges and Extension Chancellor Ray Cross is scheduled to testify in favor of the bill at the Senate Agriculture, Forestry, and Higher Education Committee <a href=\"http:\/\/committeeschedule.legis.wisconsin.gov\/files\/HearingNotices\/12-01-19-0100-2011SAGR-18279.html\">hearing<\/a> later today.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>PROFS has registered in favor of proposed legislation that would delay the restrictions on the University of Wisconsin System in providing or selling telecommunications services.
