{"id":2847,"date":"2012-02-15T11:19:51","date_gmt":"2012-02-15T16:19:51","guid":{"rendered":"http:\/\/profs.wisc.edu\/?p=2847"},"modified":"2012-02-16T10:09:28","modified_gmt":"2012-02-16T15:09:28","slug":"joint-finance-committee-to-vote-on-lapse-proposal-today","status":"publish","type":"post","link":"https:\/\/profs.wisc.edu\/?p=2847","title":{"rendered":"Joint Finance Committee to Vote on Lapse Proposal Today"},"content":{"rendered":"<p>The Legislature&#8217;s Joint Finance Committee <a href=\"http:\/\/legis.wisconsin.gov\/lfb\/jfc\/Pages\/Schedule.aspx\">will meet<\/a> today at 1 pm to vote on the Department of Administration&#8217;s plan for a $174.3 million budget lapse. The lapse is part of <a href=\"http:\/\/docs.legis.wisconsin.gov\/document\/acts\/2011\/32.pdf\">Act 32<\/a>, the 2011-13 biennial budget that passed last summer. Act 32 requires that the lapse must come from general purpose revenue &#8212; UW System cannot use program revenue for its share of the lapse.<\/p>\n<p>A Fiscal Bureau summary of the proposal is <a href=\"http:\/\/legis.wisconsin.gov\/lfb\/publications\/Section-13.10\/Documents\/2012_02_15_DOA_lapses_3.pdf\">here<\/a>. As <a href=\"http:\/\/profs.wisc.edu\/?p=2540\">reported<\/a> earlier, UW System is shouldering an historic share of the lapse, and UW-Madison must cut $17.4 million from its 2011-12 budget. The Fiscal Bureau notes that while several institutions are holding positions vacant and using one-time funding to account for their share of the lapse, they cannot guarantee that students will not be affected:<\/p>\n<blockquote><p>(G)iven that instructional and other student-related costs are such a large part of each institution&#8217;s GPR budget, few institutions were able to completely safeguard students.
