{"id":2901,"date":"2012-02-29T10:52:52","date_gmt":"2012-02-29T15:52:52","guid":{"rendered":"http:\/\/profs.wisc.edu\/?p=2901"},"modified":"2012-02-29T10:52:52","modified_gmt":"2012-02-29T15:52:52","slug":"changes-to-wrs","status":"publish","type":"post","link":"https:\/\/profs.wisc.edu\/?p=2901","title":{"rendered":"Changes to WRS?"},"content":{"rendered":"<p><a href=\"http:\/\/docs.legis.wisconsin.gov\/2011\/related\/acts\/32.pdf\">Wisconsin Act 32<\/a>, the 2011-13 biennial budget, <a href=\"http:\/\/profs.wisc.edu\/wp-content\/uploads\/2012\/02\/Pages-from-Wisconsin-Act-32.pdf\">calls<\/a> for a study of the Wisconsin Retirement System (WRS). The study, due June 30, will examine the establishment of a defined contribution plan, like a 401(k), as an option for participating employees. Employees are currently served by a pension-style defined benefit plan.<\/p>\n<p>The <a href=\"http:\/\/www.etf.wi.gov\/\">Department of Employee Trust Funds<\/a>, the <a href=\"http:\/\/www.doa.state.wi.us\/\">Department of Administration<\/a>, and the <a href=\"http:\/\/oser.state.wi.us\/\">Office of State Employee Relations<\/a> will jointly conduct the investigation, which will also consider allowing employees to opt-out of making contributions to WRS.<\/p>\n<p>The study, coupled with a recently-introduced <a href=\"https:\/\/docs.legis.wisconsin.gov\/2011\/related\/proposals\/ab539.pdf\">bill<\/a> that would allow an alternative to WRS for UW System faculty, has led many annuitants to fear substantial changes to the program are possible. A <a href=\"http:\/\/profs.wisc.edu\/wp-content\/uploads\/2012\/02\/pension-email.pdf\">chain email<\/a> claiming that Governor Walker will abolish the retirement system as it is today and convert participants to a 401(k)-type of program if reelected is circulating widely throughout the state.<\/p>\n<p>Both <a href=\"http:\/\/www.channel3000.com\/politics\/30451142\/detail.html\">WISC-TV<\/a> and the <a href=\"http:\/\/www.politifact.com\/wisconsin\/statements\/2012\/feb\/27\/chain-email\/chain-email-says-gov-scott-walker-supports-move-ab\/\"><em>Milwaukee Journal Sentinel<\/em><\/a> investigated the email and found that the overall claim is false. Wisconsin <a href=\"http:\/\/docs.legis.wi.gov\/statutes\/statutes\/40\/I\/19\">statutes<\/a> plainly state that &#8220;(r)ights exercised and benefits accrued under this chapter for service rendered shall be due as a contractual right and shall not be abrogated by any subsequent legislative act.&#8221;\u00a0Courts routinely back retirees when changes to already earned benefits are threatened.\u00a0<span style=\"font-weight: bold;\">The statutes, however, allow for changes to the accrual of future benefits.<\/span><\/p>\n<p><strong> <\/strong> Remarks by Governor Walker and Secretary of Administration Mike Huebsch confirm that future changes are possible. Governor Walker <a href=\"http:\/\/www.channel3000.com\/politics\/30451142\/detail.html\">told<\/a> WISC-TV in December that he is going to &#8220;look at what other options \u00a0we have in the future, whether we continue on the traditional path or whether there is some alternative . . . anything we are going to do is going to be about a balance of protecting hardworking taxpayers and providing whatever we might provide in respectful and responsible way.&#8221; \u00a0He also said that he did not &#8220;anticipate anything in the future that wouldn&#8217;t allow them (WRS participants) to continue in that pension system if that&#8217;s what they prefer to do.&#8221;<\/p>\n<p>Secretary Huebsch <a href=\"http:\/\/www.politifact.com\/wisconsin\/statements\/2012\/feb\/27\/chain-email\/chain-email-says-gov-scott-walker-supports-move-ab\/\">told<\/a> the <em>Journal Sentinel<\/em> that he was not looking at doing away with WRS, but the goal of the study is to determine the stability of the system and ensure its long-term health, unlike several underfunded systems in other states.
