Typically, the speech is an outline for the governor&#8217;s legislative and budget priorities for the coming year.<\/p>\n<p>Some clues about the speech have already emerged. Last week, the governor <a href=\"http:\/\/www.jsonline.com\/news\/statepolitics\/walker-will-propose-an-incometax-cut-phased-in-over-a-few-years-pt8audo-186356562.html\">told<\/a> the Wisconsin Bankers Association that cutting personal income taxes will be a focus of this session.
