{"id":7099,"date":"2015-02-06T13:05:19","date_gmt":"2015-02-06T19:05:19","guid":{"rendered":"http:\/\/profs.wisc.edu\/?p=7099"},"modified":"2015-02-06T13:05:19","modified_gmt":"2015-02-06T19:05:19","slug":"chancellor-blank-to-board-of-regents-these-cuts-are-too-large","status":"publish","type":"post","link":"https:\/\/profs.wisc.edu\/?p=7099","title":{"rendered":"Chancellor Blank to Board of Regents: These Cuts are Too Large"},"content":{"rendered":"<p>University of Wisconsin-Madison Chancellor Rebecca Blank <a href=\"http:\/\/www.news.wisc.edu\/23476\">addressed<\/a> the UW System Board of Regents yesterday, first touting\u00a0the accomplishments of the university, but ultimately <a href=\"http:\/\/www.jsonline.com\/news\/statepolitics\/blank-to-address-proposed-budget-cuts-at-regents-meeting-b99439791z1-290947951.html\">sharing<\/a> her fear that proposed budget cuts could seriously harm the institution.<\/p>\n<p>UW-Madison faces a $91 million budget shortfall in\u00a0the coming fiscal year:<\/p>\n<ul>\n<li>$23 million continuing\u00a0cut from 2013<\/li>\n<li>$57 million proposed cut (UW-Madison&#8217;s historic share of UW System total)<\/li>\n<li>$3.5 million loss due to elimination of state funding for the Wisconsin Bioenergy Initiative<\/li>\n<li>$2.5 million loss due to the elimination of municipal service payments by the state<\/li>\n<li>$5 million set aside for faculty retention<\/li>\n<\/ul>\n<p><span style=\"letter-spacing: 0.05em; line-height: 1.6875;\">The<\/span><span style=\"letter-spacing: 0.05em; line-height: 1.6875;\">\u00a0chancellor likened the cut to 650 faculty positions or 1,083 staff positions.\u00a0That amount would also fund five of the university&#8217;s smaller colleges &#8212;\u00a0Business, Law, Nursing, Pharmacy, and Veterinary Medicine.<\/span><\/p>\n<p>Blank told regents that raising tuition at the\u00a0professional schools and out-of-state students could bring in $18.5 million per year. Raising the cap on\u00a0out-of-state students from 27.5 percent to 30 percent would add almost $19 million a year.\u00a0Even with these additional revenue streams, less than half of the anticipated funding gap would be filled,\u00a0resulting in\u00a0major cuts to faculty and staff as well as student support services.<\/p>\n<p><span style=\"letter-spacing: 0.05em; line-height: 1.6875;\">Blank is especially concerned that faculty at UW-Madison will be an easy target for recruitment by other top universities. Faculty salaries lag behind peers, and the\u00a0median\u00a0salary offer by a competitor\u00a0last year was\u00a042% higher than the UW-Madison salary. The chancellor <\/span><a style=\"letter-spacing: 0.05em; line-height: 1.6875;\" href=\"http:\/\/host.madison.com\/ct\/news\/local\/writers\/pat_schneider\/uw-madison-chancellor-rebecca-blank-to-regents-proposed-cuts-are\/article_2de16ddd-75c8-58f4-8046-081295bfbc46.html\">told<\/a><span style=\"letter-spacing: 0.05em; line-height: 1.6875;\"> the regents the current budget situation has caused the university to lose three\u00a0potential hires in the past week, including one nationally known researcher.<\/span><\/p>\n<p>Blank closed her remarks with the following:<\/p>\n<blockquote><p>&#8220;Never has higher education been more important to the young people around the state. These cuts are too large. They are too large for the state.
