{"id":7874,"date":"2016-08-30T13:13:37","date_gmt":"2016-08-30T18:13:37","guid":{"rendered":"http:\/\/profs.wisc.edu\/?p=7874"},"modified":"2016-08-30T13:13:37","modified_gmt":"2016-08-30T18:13:37","slug":"legislative-update-25","status":"publish","type":"post","link":"https:\/\/profs.wisc.edu\/?p=7874","title":{"rendered":"Legislative Update"},"content":{"rendered":"<p><strong>History\u00a0<\/strong><\/p>\n<p>The 2015-17 biennial budget process was difficult \u2013 UW System <a href=\"https:\/\/profs.wisc.edu\/?p=7473\">received<\/a> a $250 million budget cut along with a two-year extension of a tuition freeze. PROFS played a key role in one budget bright spot: funding for the much-needed <a href=\"https:\/\/profs.wisc.edu\/?s=chemistry+building\">Chemistry Building project<\/a>. In prior budget cycles, PROFS led the fight to ensure retirement contributions are taken pre-tax, saving the average faculty member about $1,800 per year and successfully lobbied for domestic partner benefits and first-day health coverage for faculty and staff.\u00a0Looking ahead:<\/p>\n<p><strong>2017-19 Biennial Budget<\/strong><\/p>\n<p>While Governor Walker <a href=\"http:\/\/www.jsonline.com\/story\/news\/education\/2016\/08\/15\/uw-system-details-new-initiatives\/88774992\/\">instructed<\/a> all agency heads to prepare budgets with zero increases, the Board of Regents approved a $42.5 million increase in state funding over the next biennium. The increase will largely go toward initiatives to develop the state\u2019s workforce and improve its economy, a plan called <a href=\"https:\/\/www.scribd.com\/document\/321401744\/2020FWD-pdf#from_embed\">2020FWD<\/a>. The governor has also <a href=\"https:\/\/profs.wisc.edu\/?p=7857\">said<\/a> he might consider performance-based funding increases for UW. Criteria for such an increase might include graduation and post-graduation employment rates.<\/p>\n<p>FWD2020 <a href=\"https:\/\/profs.wisc.edu\/?p=7850\">highlights<\/a>:<\/p>\n<ul>\n<li>$26.1 million for the educational pipeline, with a focus on addressing the state\u2019s workforce needs and increasing the student pipeline.<\/li>\n<li>$6 million to improve the university experience, with a focus on creating graduates who are creative, innovative and entrepreneurial.<\/li>\n<li>$6.4 million for business and community mobilization, with a focus on bringing together the university, businesses and the greater community.<\/li>\n<li>$4 million for operational excellence, with a focus on improvements in targeted performance areas. The budget process is lengthy, beginning with formal introduction early next year and final passage most likely in late June. PROFS will be involved throughout the entire process and communicate regularly with faculty.<\/li>\n<\/ul>\n<p><strong>Tuition Freeze<\/strong><\/p>\n<p>Earlier this summer, Governor Walker <a href=\"http:\/\/www.jsonline.com\/story\/news\/local\/2016\/08\/02\/walker-seeks-extend-uw-tuition-freeze\/87972304\/\">said<\/a> he supported an additional one or two-year freeze on University of Wisconsin System tuition, lengthening the current freeze to six years.<\/p>\n<p><strong>Regent Action on Tenure, Shared Governance and Post-Tenure Review<\/strong><\/p>\n<p>Last year, PROFS <a href=\"https:\/\/profs.wisc.edu\/?s=tenure+task+force\">regularly communicated<\/a> with the chair and members of the Regent Tenure Policy Task Force as they developed new tenure policies. We will continue to aggressively advocate on behalf of UW-Madison faculty as the Regents work to approve a post-tenure review policy this fall.<\/p>\n<p><strong>Fall Elections<\/strong><\/p>\n<p>All Wisconsin Assembly seats and 16 seats on the Senate are on the <a href=\"http:\/\/www.gab.wi.gov\/elections-voting\/2016\/fall\">ballot<\/a> in November. Republicans hold comfortable margins in both houses, but some pundits believe the Senate could flip parties if a Democratic presidential landslide occurs. A split legislature would have an impact on the upcoming state budget process and could slow Republican legislative efforts such as a proposed ban on <a href=\"https:\/\/profs.wisc.edu\/?s=fetal+tissue\">fetal tissue research<\/a> and <a href=\"https:\/\/profs.wisc.edu\/?s=campus+carry\">campus carry<\/a>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>History\u00a0 The 2015-17 biennial budget process was difficult \u2013 UW System received a $250 million budget cut along with a two-year extension of a tuition freeze.
