University of Wisconsin Board of Regents President John Behling named members of the workgroup tasked with review of UW System chancellor and other top administrative positions (full press release below). The group will examine hiring practices and consider expanding the search process to include non-traditional candidates from outside academia. The committee does not include a member from UW-Madison.

Last month, Regent President John Behling told fellow Regents he would like UW System institutions to recruit non-academic candidates and “streamline” the hiring process for top administrative positions.

In June, PROFS asked the co-chairs of the Joint Committee on Finance to remove a budget provision that would prohibit UW System from creating a rule limiting candidates for chancellor and vice chancellor positions to individuals who are faculty members or hold terminal degrees in their field. No such rule currently exists, but UW-Madison’s Faculty Policies and Procedures does state the chancellor and provost must hold a tenured faculty rank.

June Board of Regents Meeting

The University of Wisconsin System Board of Regents will meet at UW-Milwaukee Thursday and Friday, June 8 and 9. Livestream coverage of the full board portion of the meeting is here.

The board meets in committee Thursday morning:

The Business and Finance and Audit Committees will meet jointly in closed session to discuss an information security audit.

The Business and Finance Committee will hear a presentation on UW-Milwaukee’s response to fiscal pressures and consider several contractual agreements.

The Education Committee will consider approval of a new UW-Madison PhD program in Biomedical Data Science and hear several presentations, including one on UW-Milwaukee’s efforts to close the achievement gap.

The Audit Committee will hear the FY17 Audit Plan Progress Report

The Capital Planning and Budget Committee will consider several new construction projects and hear reports on the State Building Commission, leasing agreements, and capital projects.

The Research, Economic Development, and Innovation Committee will hear three presentations on entrepreneurial efforts.

The full board meets Thursday afternoon and Friday morning. Three new members will be welcomed — UW-Eau Claire student Ryan Ring, representing traditional undergraduate students; Green Bay banker Robert Atwell; and Milwaukee attorney Mike Jones.

Thursday afternoon, the board will hear from UW-Milwaukee Chancellor Mark Mone and Rockwell Automation President and CEO Blake Moret. UW-Extension Provost and Vice Chancellor Aaron Brower will provide an update on the UW Flex Option program.

Friday morning, the board will hear reports from UW System President Ray Cross and Regent President Regina Millner, vote on committee action, present Academic Staff Excellence Awards, and elect new officers.

 

 

PROFS Statement on AB 299, Relating to Campus Speech

PROFS is registered against Assembly Bill 299, legislation that would require the University of Wisconsin System Board of Regents to adopt a policy on free expression on all two and four-year campuses. This new policy would supersede any previous Regent rules or individual campus policies.

The Assembly Colleges and Universities Committee is scheduled to vote on an amended version of AB 299 at 1:30 pm, Tuesday, May 30.

In 2010, the UW-Madison Faculty Senate amended its Faculty Policies and Procedures to  provide “principled protection for faculty engaged in speech pursuant to their official duties.” The amendment (below) also provided a definition of academic freedom.

April Board of Regents Meeting

The University of Wisconsin System Board of Regents will meet at UW-Platteville Thursday and Friday, April 6 and 7. All meetings will be held in Ullsvik Hall, 30 South Hickory Street in Platteville. Livestream coverage of the full board portions of the meeting is available here.

The Education Committee will discuss several new degree programs at UW-Milwaukee and consider the four post-tenure review policies, including UW-Madison’s policy (below) approved by the Faculty Senate in March.

The Business and Finance Committee will review UW System’s annual financial report and consider several contractual agreements, including an Amazon pick-up point at UW-Madison.

The Capital Planning and Budget Committee will consider several campus design reports, including the construction of a new Southeast Recreational Facility at UW-Madison.

The Research, Economic Development, and Innovation Committee will hear an update from the Wisconsin Economic Development Corporation and a report on industry partnerships from UW-Platteville Dean Wayne Weber.

The Audit Committee will discuss best practices letters to chancellors and the 2017 Progress Plan Audit Report.

The full board meets Thursday afternoon and Friday morning. Thursday, UW-Platteville Chancellor Dennis Shields will speak on comprehensive universities as stewards of place in their communities. The regents will also discuss UW System accountability and 2020FWD reporting.

On Friday regents will hear from UW System President Ray Cross and Board of Regents President Regina Millner. The Board will also present the 2017 Teaching Excellence Awards.

March Board of Regents Meeting

The University of Wisconsin System Board of Regents is meeting in Madison today, March 9. All meetings will be held in Gordon Dining and Event Center, 770 West Dayton Street. Livestream coverage of the full board meeting is here.

The Subcommittee on Investments and Committee on Education will meet before the full board begins at 9:30 am. The education committee will consider the post-tenure review policies of UW-Extension, UW-Parkside and UW-Stout.

The full board will hear updates from UW System President Ray Cross and Board of Regents President Regina Millner. Michael Crow, President of Arizona State University, will lead a discussion on public higher education and Susan Baxter, Executive Director of the California State University Program for Education and Research in Biotechnology, will discuss Cal State’s system-wide biotechnology efforts.

The University of Wisconsin System Board of Regents is meeting at UW-Madison today and tomorrow, February 2 and 3. All meetings will be held in Union South, 1308 West Dayton Street. Livestream coverage of full board meetings is here.

Regents meet in committee Thursday morning.

  • The Education Committee will consider UW-Superior’s post-tenure review policy, discuss a new UW-Madison bachelor of science degree in education studies, and hear a presentation on UW-Madison educational updates.
  • The Business and Finance Committee will review a proposed Regent policy document on application fees, hear reports on financial management and gifts, grants and contracts, and consider approval of a UW-Madison School of Business Dean’s salary range that exceeds 75% of the UW System President.
  • The Capital Planning and Budget Committee will consider approval of two UW-Madison projects, discuss criteria for ranking campus building projects, and hear and update on UW-Madison’s Campus Master Plan.
  • The Research, Economic Development, and Innovation Committee will hear a presentation led by Vice Chancellor for Research and Graduate Education Marsha Mailick on strengthening UW-Madison’s research capacity. The committee will also hear presentations on dairy science at UW-River Falls and community and research collaboration.
  • The Audit Committee will discuss several reports, including the audit plan progress report and reports related to cash handling, purchase cards NCAA compliance, international education, and emergency preparedness.

The full board will meet Thursday afternoon and Friday morning. On Thursday, Chancellor Rebecca Blank will discuss the need for reinvestment in UW-Madison and UW System Vice President James Henderson will highlight the alignment between UW System’s academic programs and the state’s workforce needs.

December Board of Regents Meeting

Regents meet in committee Thursday morning.

  • The Education Committee will consider revisions to the post-tenure review policy introduced earlier this year. The amended policy would require “an independent, substantive review by a dean, the provost or the chancellor, or a designee, with the appropriate administrator making the final assignment of the category reflecting the overall results of the review.” The committee will also consider approval of the post-tenure review policies of six UW System campuses. UW-Madison’s policy was approved by the Faculty Senate in November, but must now be revised to meet the new guideline. The committee will also discuss adoption of an interim post-tenure review policy to be used by campuses that do not have board-approved policies in place by April 7, 2017.   • The Business and Finance Committee will hear the annual report on faculty turnover, which increased across UW System from an average of 5.9% to 8% in the last fiscal year. UW-Madison had the lowest turnover rate (5.3%), while five campuses experienced faculty turnover rates  greater than 11%. The committee will also vote on the adoption of a statement in support of a pay plan request. 
  • The Audit Committee will discuss the Fiscal 2017 Audit Plan Progress Report and hear an update on the UW System Waste, Fraud and Abuse Hotline.

The full board meets at 12:30 pm. Items on the agenda include UW-Green Bay’s annual Athletics Report and discussion of report of the UW System Task Force on Sexual Violence and Harassment.

October Board of Regents Meeting

The University of Wisconsin System Board of Regents will meet at the Davies Center at UW-Eau Claire Thursday and Friday, October 6 and 7. Livestream coverage of the full board portions of the meeting is here.

The regents meet in committee Thursday morning.

The Education Committee will consider new degree programs at UW-Madison and UW-Milwaukee and changes to faculty personnel rules at UW-Whitewater and UW-Green Bay. UW-Eau Claire will also present its academic master plan.

The Business and Finance Committee will consider several contractual agreements at UW-Madison and hear an update on information security.

The Capital Planning and Budget Committee will discuss new building projects at UW-Eau Claire and UW-La Crosse, consider a lease agreement for UW-Madison College of Letters and Science career services, and hear an update on State Building Commission action.

The Research, Economic Development, and Innovation Committee will accept the UW School of Medicine and Public Health Partnership Program annual report and hear a panel discussion on business and community mobilization in Eau Claire.

The Audit Committee will discuss the Fiscal Audit 2017 Plan progress. The committee will also move into closed session to discuss a personnel issue.

The full board will meet Thursday afternoon. UW-Eau Claire Chancellor Jim Schmidt will host a presentation, Partners in Wisconsin’s Future, and Tom Still, president of the Wisconsin Technology Council will discuss UW System’s role as an economic driver in the state. The board will also move into closed session to discuss the naming of a facility at UW-Madison.

On Friday, the board will take action on committee work and hear reports from UW System Board of Regents President Regina Millner and UW System President Ray Cross. They will also consider a resolution (below) on tuition, affordability, and quality.
