The University of Wisconsin System Board of Regents will meet in Madison on Thursday and Friday, December 9 and 10. The meeting will be held in the Gordon Dining and Event Center, 770 West Dayton Street. Webex coverage of the meeting is also available by registering here.

Regents are meeting in committee Thursday morning:

The Business and Finance Committee has many agenda items that relate to UW-Madison — a proposal to increase out-of-state tuition rates by 2%, generating an additional $8 million for the university; the approval of several agreements and contracts; the annual faculty turnover report; and a presentation that outlines a possible real estate strategy that would benefit the university economically.

The Education Committee will hear several reports, consider approval of 4 new degree programs at UW-Milwaukee, UW-Oshkosh, UW-Stevens Point and UW-River Falls, and discuss extending the temporary suspension of the requirement for ACT or SAT requirements for admission to UW System institutions through 2024-25,

The Audit Committee will hear several updates and reports on compliance and annual audits.

The Capital Planning & Budget Committee will consider granting approval to plan or revise several building projects, including the new Data Sciences and Engineering buildings. The committee will also hear a number of reports, including a presentation on UW-Madison’s proposed real estate strategy for future economic growth for the institution (mentioned above).

The Research, Economic Development & Innovation Committee will hear updates on UW-Madison’s biotechnology research and university-industry partnerships that could grow Midwestern technology hubs.

The full board will meet at 1 pm Thursday. Regent President Ed Manydeeds will provide an update on the UW System Presidential search and the UW-Madison Chancellor search. UW System Interim President Tommy Thompson will also provide an update on winter commencement and legislative and staffing issues before the board moves into closed session.

The board will meet at 8:45 am Friday morning and vote on committee action from Thursday. The board will also recognize the service of Regent Emerita Olivia Woodmansee. An optional closed session rounds out the agenda.

 

October Board of Regents Meeting

The University of Wisconsin System Board of Regents is meeting at UW-Oskhosh today and tomorrow. Registration for livestream coverage of the pubic portions of the meeting is here.

This morning, the board met in closed session before breaking to meet in committee:

  • The Audit Committee heard several reports and updates on Title IX investigations and information technology security.
  • The Capital Planning and Budget Committee discussed several construction projects and real estate agreements.
  • The Research, Economic Development, and Innovation Committee heard several updates, including one from the new UW-Madison School of Computer, Data & Information Sciences.
  • The Business and Finance Committee heard several reports and discussed two collective bargaining agreements with the Building and Construction Trades Council of South Central Wisconsin and a half dozen contractual agreements at UW-Madison and UW-Milwaukee.
  • The Education Committee considered approval of eight new degree programs at UW-Madison, along with two others from UW-Parkside. They also had the second reading of revised mission statement for UW-Stout and UW-Whitewater.

The full board will meet at 1 pm and hear updates from Regent President Ed Manydeeds and Interim President Tommy Thompson. UW-Oshkosh President Andrew Leavitt will also speak on the role of the comprehensive university, and Dr. Eve Fine will discuss unconscious bias and assumptions when evaluating job prospects. Fine is Director of Curriculum and Development at UW-Madison’s Women in Science and Engineering Leadership Institute. The board will conclude its work this afternoon in closed session.

Friday, the board will consider approval of committee action, hear a presentation on the Wisconsin Intercollegiate Athletic Conference, and present the 2021 University Staff Excellence Awards.

PROFS Testimony on AB 413, Relating to “Anti-Racism and Anti-Sexism Instruction and Training at the UW System and Wisconsin Technical College System”

The Assembly Committee on Colleges and Universities is holding a public hearing on two bills this morning, including Assembly Bill 413, legislation that would prohibit instruction on systemic racism (referred to by some as Critical Race Theory) at UW System and the Wisconsin Technical College System. PROFS strongly opposes this legislation and is registered against bill and its companion, Senate Bill 409.

UW System Interim President Tommy Thompson Discusses Reopening UW Campuses

Last Thursday, University of Wisconsin System Interim President Tommy Thompson participated in a virtual WisPolitics luncheon and shared his plans to welcome students, faculty, and staff back to campus this fall. Thompson also reiterated his view that the Legislature’s Joint Committee for Review of Administrative Rules does not have authority to require UW System to submit Covid-19 policies to the committee for its approval.

 

 

UW System Special Regent Committee on Governance Issues

Earlier this month, University of Wisconsin System Board of Regents President Ed Manydeeds appointed six Regents to a special committee to examine governance issues. The creation of the Special Regent Committee on Governance Issues is the result of a resolution passed at the Board’s May meeting.

Manydeeds appointed the following Regents to the committee:

  • Regent Scott Beightol
  • Regent Héctor Colón
  • Regent Michael Grebe
  • Regent Tracey Klein
  • Regent John Miller
  • Regent Cris Peterson

Manydeeds and Regent Vice President Karen Walsh will serve as ex officio members of the committee, which will be chaired by Regent Klein.

The committee’s first meeting is at 2:30 pm, Tuesday, August 31. The full agenda is below and a link to join the Webex stream of the meeting is here.

After discussing the committee’s charge, the members will discuss the chancellor search process. UW System Interim Vice President Jeff Buhrandt will discuss proposed changes to Regent Policy Document 6-4, “Selection Process for System President, Chancellors, Vice Chancellors and UW System Senior Leadership Positions.” Changing the composition of the chancellor search committees is among the proposed changes.

Regents most recently made changes to RPD 6-4 in 2017 when they voted to add language to the policy that limited the size of search committees to ten — five Regents and five members of the university community, including two faculty members. Regents also added language to the policy that removed the requirement for a chancellor to have earned a terminal degree in their field.

Pushing back against a directive by the Legislature’s Joint Committee for Review of Administrative Rules (JCRAR), UW System Interim President Tommy Thompson offered his thoughts in an op-ed released today.

Earlier this month, the Republican-led committee voted along party lines and ordered UW System to submit Covid-19 related policies to the committee as emergency rules subject to JCRAR approval.

Thompson said today he doesn’t believe the committee has oversight and does not plan to comply with the committee’s order. His op-ed is below.

June Board of Regents Meeting

The University of Wisconsin System Board of Regents is meeting at UW-Milwaukee today and tomorrow, June 3 and 4. Registration for the Webex videoconference of the open portions of the meetings is here.

Several Regent committees are meeting Thursday morning:

  • The Audit Committee will hear several reports and updates, including updates on information security and youth and precollege protection guidelines.
  • The Capital Planning & Budget Committee will hear reports on leasing and capital projects, updates on State Building Commission action and the 2021-23 capital budget, and presentation by UW-Milwaukee on meeting the needs of the state.
  • The Research, Economic Development & Innovation Committee will hear about research and industry collaboration at UW-Milwaukee and a partnership between UW-Green Bay and Microsoft/LinkedIn. The WiSys Technology Foundation will also provide an update on faculty and undergraduate research, tech transfer, and statewide commercialization initiatives.
  • The Business and Finance Committee will consider several service and consulting agreements and hear a report from UW-Milwaukee, “UWM’s Financial and Administrative Outlook: Meeting Wisconsin’s Needs into the Future.”
  • The Education Committee will consider approval of the 2021 report on faculty promotions and tenure and new degree programs at UW-Eau Claire, UW-Milwaukee, UW-Oshkosh and UW-Madison (Master of Science in Sports Leadership). The committee will also hear a presentation from UW System on the Office of Educational Opportunities and charter schools.

The full board will meet Thursday afternoon and Friday morning. Thursday afternoon’s agenda includes introduction of the new members of the board, updates from UW System President Tommy Thompson and Board of Regents President Drew Petersen and the presentation of UW-Milwaukee’s NCAA Division I Athletics Report. The board will also move into closed session to consider honorary degrees at UW-Milwaukee and changes to compensation agreements for two UW-Madison football coaches.

Friday’s agenda includes approval of committee action, the presentation of academic staff awards, and the election of the 2021-22 officers of the Board of Regents. For the first time in many years, there appears to be a contested election for board president. Vice President Michael Grebe, a Walker appointee, and newly-appointed Regent Ed Manydeeds have both said they are standing for election.

 

 

 

April Board of Regents Meeting

The University of Wisconsin System Board of Regents will meet via Webex Thursday and Friday, April 8 and 9. Registration to watch the meeting is here.

Regents meet in committee Thursday morning:

  • The Business and Finance Committee will discuss two agreements relating to UW-Madison and hear a presentation from UW-Madison entitled “Revenue Innovations and Real Estate Opportunities at UW-Madison.” The committee will also hear an update on federal COVID-19 assistance.
  • The Education Committee will consider approval of two new degree programs, including a Bachelor of Science in Environmental Engineering at UW-Madison. The committee will also hear updates on the expansion of online education, prison education and charter school funding. Host campus UW-Stout will also offer a presentation, Polytechnic FOCUS2030.
  • The Audit Committee will hear reports related to internal audit and compliance.
  • The Capital Planning and Budget Committee will consider a lease agreement at UW-Madison and construction projects at UW-Madison and UW System.The committee will also hear updates on State Building Commission action and the 2021-23 Capital Budget.
  • The Research, Economic Development and Innovation Committee will hear a presentation from UW-Stout on how the university’s role as a polytechnic supports the state’s workforce and economic growth. The committee will also award three Regent Scholar Grants to professors at UW-Milwaukee, UW-Parkside and UW-Whitewater.

The full board meets Thursday afternoon and Friday morning. Thursday afternoon, the board will hear updates from the UW System Interim President Tommy Thompson and Board of Regents President Andrew Petersen and a presentation from UW-Stout Chancellor Katherine Frank before moving in to closed session.

On Friday, the board will approve committee action and hear a report on the expansion of online education at UW System. The Regents will also present the 2020 and 2021 Teaching Excellence Awards.

March Board of Regents Meeting

The University of Wisconsin System Board of Regents will meet Thursday morning, March 4. Registration to watch the meeting via Webex is here.

This half-day meeting does not include any committee work. Instead, Regents will meet in full session and then move into closed session.

Items during open session include the introduction of new Regent John Miller, updates from Board of Regents President Andrew Petersen and UW System President Tommy Thompson, a panel discussion on how to better connect students with career opportunities, and a discussion on UW System’s 2021 federal priorities (below).
